DC Law Change Includes Draconian Language

Want to load your handgun in Washington DC? According to published reports, a law that will be considered today by the DC City Council will include the following language, or something close to it:

"You must first have a 'reasonably perceived threat of immediate harm.' "

What the hell does that mean? Who will define the meanings of "reasonably perceived threat," "immediate," and "harm?" Some uncaring government panel? Will this be left up to a jury to decide? How the hell will a judge give instructions to a jury when this vague and meaningless phrase is at the heart of the defense of a mom who was protecting her kids?
