Bills in the Virginia legislature that would have improved the safe transportation of firearms in automobiles, and allowed restaurants and clubs to decide whether concealed-carry permit holders may have concealed firearms in their dining establishments for self-defense, provided the permit holders do not consume alcohol, have been vetoed by Gov. Timothy Kaine.
